Many Connecticut lawmakers are now considering increasing the number of penalties issued for violating the various distracted driving laws. This could also include the possibility of confiscating the violators’ phones and licenses.
The state has also banned texting while driving, being one of the 8 states along with the District of Columbia, to make it mandatory for drivers to keep a hands-free communication device at all times when driving. But many lawmakers feel that this is not enough.
The state laws have also prohibited school bus drivers and drivers with a learner’s permit or those under the age of 18 from using mobile phones while driving. Another proposal retains that a drivers license should be suspended for 24 hours if they have been issued summons for 2 or more incidents of texting and driving.
Also, here are some figures according to the Tech Transportation Institute Study (2009). I can only imagine they must be even higher now!
Risk Increases of Cell Phone Tasks by Vehicle Type
Cell phone task Risk of crash or near event crash
Light Vehicle Dialing --- 2.8 times as high as non‐distracted driving
Light Vehicle Talking/Listening --- 1.3 times as high as non‐distracted driving
Light Vehicle Reaching for object (i.e. electronic device...) --- 1.4 times as high as non‐distracted driving
Heavy Vehicles/Trucks Dialing --- 5.9 times as high as non‐distracted driving
Heavy Vehicles/Trucks Talking/Listening---1.0 times as high as non‐distracted driving
Heavy Vehicles/Trucks Use/Reach for electronic device--- 6.7 times as high as non‐distracted driving
Heavy Vehicles/Trucks Text messaging---23.2 times as high as non‐distracted driving

A few years ago I noticed that many "drivers" were not signaling turns and lane changes. I determined from observation that it was because to do so they would have to pry their cellphone from their ear for all of 2 seconds! My state passed a no hands-on cell usage while driving law. suddenly people were using their turn signals. A few months later when they figured out that the law was not being enforced. Turn signals again disappeard.
