Nothing happens, except for wheels turn all the way to the left or to the right, respectively.
As for how many rotations it is a car specific, and ranges form less then one for race cars to half a dozen for heavy trucks... |

There are two kinds of steering. Power steering and ordinary steering. In power steering you need to rotate 1 1/2 times and in ordinary you have to rotate twice the steering wheel for a full turn to left or right. |

Power steering (or more correctly for most road vehicles power assisted steering), assists the driver of an automobile in steering by directing a portion of the vehicle's power to traverse the axis of one or more of the roadwheels. On most road going vehicles there has to be a mechanical linkage as a fail safe. |
